BCMS is an independent bureau within the NYS Department of Taxation, and its role is limited to the impartial resolution of taxpayer disputes. Conciliation conferences are intended to provide an impartial forum and a process that is timelier and less expensive than available through a formal hearing system. It is generally recommended that a taxpayer pursue a conciliation conference in lieu of or prior to filing a petition with the Division of Tax Appeals.
