Updated Audit Guidelines for New York Residency Disputes

Earlier this year, the New York State Department of Taxation and Finance finally released its updated Nonresident Audit Guidelines, dated March 31, 2009, to the public, revised for the first time since 1997. The guidelines are used internally by the Department; they serve as a reference and as a training manual for auditors.
